About Us

Mission for Elimination of Poverty in Municipal Areas (MEPMA) was established in the year 2007 under Municipal Administration & Urban Development Department for formulating strategies to implement poverty reduction programmes in Urban Areas.

To enable the urban poor particularly the poorest of the poor to eliminate poverty and vulnerability in a sustainable manner and improve their quality of life in urban areas through their own strong self-reliant and self-managed institutions.

Who is a street vendor?

A street vendor means a person engaged in vending of articles, goods, wares, food items or merchandise of everyday use or offering services to the general public, in a street, lane, side walk, footpath, pavement, public park or any other public place or private area, from a temporary built up structure or by moving from place to place and includes hawker, peddler, squatter and all other synonymous terms which may be local or region specific; and the words street vending with their grammatical variations and cognate expressions, shall be construed accordingly.

Survey of Street Vendors and Issue of Identity Cards and Vending Certificates

Survey for Registration of Street Vendors will be conducted in all Urban Local Bodies (ULBs) by the Town Vending Committee (TVC) and issue Identity Cards and Vending Certificates to all surveyed Street Vendors.

Development of City Street vending plans

City Street Vending plans will be developed in all ULBs as per the provisions of the Street Vendors Protection of Livelihood and Regulation of Street Vending Act 2014.

Infrastructure Development of Vending Zones

Demarcation of Street Vending Zones and Infrastructure improvement of Street Vending Zones is a sub component under Street Vendor development programme. Street Vendor Sheds are being constructed with all basic amenities like Drinking water, Toilets, Electricity etc for dignified vending.

Training and Skill Development

This component focus on Capacity Building of Street Vendors on various aspects of vending activities, food safety, hygiene maintenance, waste disposal etc.

Financial Inclusion

Facilitate access with banking and financial services to Street Vendors.

Access to Credit

This component focus on providing credit to Street Vendors through Bank Linkages & Self Employment Program. PMSVANidhi Scheme provides special micro credit to Street Vendors whose livelihoods are being affected due to COVID-19 lockdown.

Linkages to Social Security Schemes

Facilitate enrolment of Street Vendors in insurance schemes of Government in order to bring them within the ambit of social insurance and to provide coverage from risks/ uncertainties.
